7 Full-time 1 day ago Full Job Description JOB This recruitment will establish an employment list to fill current and any future vacancies with those County departments that have this position.
The anticipated life of the list is six months.

Current vacancies are with Retirement (TCERA) and Tulare County General Services Agency ( GSA) located in Visalia.
EXAMPLE OF DUTIES Maintain departmental financial records, accounts, and claims using manual and automated systems; prepare accounting entries for revenue and expenditures, transfer of funds, and account reconciliation; assist in planning, designing, and developing manuals and automated accounting subsystems; prepare and review statements and reports required by governmental agencies on grant and state funded programs, assist audit personnel with State and Federal grant regulations; examine funding and budgetary requests for propriety, legality, and supporting documents to determine validity of requests, allocated costs, and authorization of expenditures; accumulate and interpret cost data to determine departmental service changes; examine accounting procedures and make recommendations for improvement in recording and reporting financial transactions; may assign work to staff, review and analyze work products to ensure accuracy, timeliness, and compliance with accounting principles and procedures; coordinate fiscal activities with coworkers, other County departments, and agencies; attend meetings and conferences on fiscal matters; may supervise, train, and evaluate clerical support staff.
MINIMUM
Qualifications Education:
Bachelor's degree in accounting or business administration, which included 15 semester hours in accounting.
Experience:
In addition, the Level II requires:
One (1) year of experience in accounting and financial records maintenance.
Knowledge of:
Accounting principles, procedures, and terminology; math including decimals, fractions, and percentages; desirable knowledge of standard office practices and procedures, including use of standard office equipment; principles of budgeting, financial auditing and reconciliation; State and Federal grants; governmental accounting principles and practices; budgeting principles and practices; cost accounting.
Skill/Ability to:
Analyze financial data and interpret results for management reports; prepare written financial reports and statements accurately; read and understand complex laws, regulations and fiscal and accounting manuals; communicate verbally in a patient, tactful, and courteous manner with the public; Prepare complex written financial reports and statements accurately; identify accounting problem areas, research alternatives, draw valid conclusions and recommendations; read, understand and interpret complex laws, regulations and accounting manuals; explain accounting procedures and terms to others; plan, organize and coordinate work flow to meet deadlines.
DESIRABLE EMPLOYMENT STANDARDSKnowledge of:
Governmental Accounting Principles and practices; basic knowledge of database management and some programming languages, i.

SUPPLEMENTAL INFORMATION Conditions of EmploymentPossession of, or ability to obtain, an appropriate and valid California drivers license.
Candidates selected will be required to pass a pre-employment drug and alcohol screening.
Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
