46 an hour This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position.
The anticipated life of the employment list is six months.

Current vacancies are with the Health & Human Services Agency located in Visalia.
Applications will be reviewed by Tulare County Human Resources & Development.
As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available.
The number of hours and duration of employment varies by each assignment.
Extra help employees may work in a variety of County departments in locations throughout the geographic county area.
Extra help employees may not work more than 1,559 hours in any fiscal year from July to June.
An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee.

There are no benefits associated with extra help positions.
Typical Duties Collect and compile data and prepare written analysis of findings; conduct research, analyze information, and formulate recommendations in a variety of report formats; collect orders and compile listings; develop forms and tracking mechanisms; develop and implement various record keeping systems; maintain data files; prepare memos, letters, and narrative and statistical reports; may assist in processing administrative reports; write, maintain, and distribute reports; prepare meeting agendas and take minutes; read, interpret, and apply legislation, rules, and regulations as they pertain to agency and departmental practices; assist in developing and monitoring agency and departmental documents; monitor programs and contracts for compliance and modification; interpret policies, procedures, and State or Federal regulations; assist in maintaining and processing personnel transactions and records; maintain agency and departmental position control; assist and work closely with personnel services officer in benefit and compensation matters, and the coordination of new hire process; interpret County human resources regulations; assist in projecting training budget and needs; may work with and indirectly supervise staff, volunteers; place purchase orders with vendors; give presentations before groups and staff; serve on a variety of committees; prepare pay estimates, review accounts, analyze invoices, and assist in preparing and monitoring budgets; build, operate, and maintain automated systems and information.
Employment Standards Education and
Experience:
Completion of two (2) years of college course work in public or business administration or closely related field AND one (1) year of experience providing responsible administrative support.
Knowledge of:
Math sufficient to compile, process and maintain records; personal computers, automated systems and equipment and software programs including word processing, spreadsheet and database applications.
Skill/Ability to:
Write clear, concise reports, letters and grants; read, interpret, and apply legislation, rules, regulations, technical information and other complex documents; conduct research, collect, organize and analyze information, draw conclusions and make recommendations; develop and maintain effective record keeping systems; communicate effectively with people of various socioeconomic backgrounds including responding to questions accurately and presenting materials clearly; proofread written material; work independently, organize work, set priorities, meet deadlines; remain flexible and tolerant to changes in workload; use patience, tact and courtesy in dealing with others; plan, prepare and present material to groups; operate personal computers, including data entry functions; utilize word processing, spreadsheet and database programs; perform multi-tasks in a fast paced, fluid environment.
Additional Information Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening.
Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
Some job classes may also require a physical exam.
College Cost Reduction Access Act This may be a qualifying position for student loan forgiveness through the College Cost Reduction and Access Act (CCRAA).
Only student loan payments made after October 1, 2007 and in a qualified repayment plan are eligible.
